Overview
The Francophone Minority Communities Student Pilot (FMCSP) is a groundbreaking immigration program launched by Immigration, Refugees and Citizenship Canada (IRCC) on August 26, 2024. This pilot program creates a direct pathway from study to permanent residence for French-speaking students from select countries, offering significantly more certainty than traditional immigration routes.
Unlike the conventional study permit → Post-Graduation Work Permit → Canadian Experience Class pathway, the FMCSP eliminates the uncertainty of Express Entry draws and provides guaranteed permanent residence eligibility upon graduation for qualified participants.

2. Educational Requirements
- Letter of acceptance from a participating designated learning institution (DLI)
- Program requirements:
- Post-secondary level (college or university)
- Full-time studies
- Minimum 2 years duration
- Leads to a degree or diploma (not certificate)
- Over 50% of instruction must be in French
3. Language Proficiency
- French language skills at NCLC 5 level in all four abilities (speaking, listening, reading, writing)
- Accepted tests: TEF Canada or TCF Canada
4. Financial Requirements
- Sufficient funds for tuition fees and living expenses
- Financial threshold set at 75% of the low-income cut-off for the municipality where the institution’s main campus is located
- Proof of funds ranging from approximately $14,206 to $20,635 for a single applicant (varies by location)
5. Additional Requirements
- Must reside outside Canada when applying
- Medical examination (if required)
- Police certificate (if required)
- Valid temporary resident status while in Canada

Application Process
Step 1: Secure Admission
- Apply directly to a participating DLI
- Ensure your acceptance letter specifically states you are applying under the FMCSP
- Verify the program meets all FMCSP requirements
Step 2: Prepare Documentation
Required documents include:
- Original or electronic copy of FMCSP acceptance letter
- Proof of financial support
- Language test results (TEF Canada or TCF Canada)
- Medical examination results (if applicable)
- Police certificate (if applicable)
- Valid passport
Step 3: Submit Application
- Apply online through IRCC Secure Account
- Application fee: $150 CAD
- Indicate exemption from provincial attestation letter requirement

To apply for PR under the FMCSP, you must:
- Currently live in Canada outside Quebec
